Leisa C. Russell, CPA

Leisa C. Russell, CPA, is the President of Russell Consulting, LLC, which she established in 2006. She has advised publicly held, private and not-for-profit health care and other organizations including HCA, Cleveland Clinic Health System, Sentara, and American Hospice, Inc. Consulting has included providing expert witness testimony and strategic and financial analysis to support market and service area expansion; litigation support to hospital systems facing tax-exempt status challenges; litigation support in federal cases related to charges to the uninsured; and assistance with contract arbitrations and Medicaid rate appeals. Accounting and tax services have been provided for small businesses, trusts, private and public foundations, LLCs, not-for-profit organizations, and partnerships.

Ms. Russell has over 25 years of extensive CFO and consulting experience. Her career includes successful executive achievement in financial functions and strategic planning, extensive understanding of system-wide project planning and implementation, and significant attention to improvement of quality and market position. Prior to establishing Russell Consulting, LLC, Ms. Russell served for nine years as Senior Vice President of Finance and Chief Financial Officer at Washington Hospital Center (WHC), a 926-bed tertiary care, teaching hospital with an operating budget of $1.2 billion. WHC is the largest hospital in Medstar Health, Inc., a regional health-care delivery system comprised of over 25 not-for-profit and for-profit integrated businesses including nine major hospitals in the Baltimore/Washington area. In addition to Ms. Russell’s WHC position, she also served as the CFO for Medstar’s Washington region, which at the time included 3 hospitals, nursing homes, and outpatient medical and surgical facilities. Medstar’s annual net operating revenue is in excess of $3.8 billion.

Prior to her 17 years at WHC, Ms. Russell worked for seven years at the international public accounting firm of Coopers and Lybrand, which subsequently merged with Price Waterhouse to form PricewaterhouseCoopers. As an audit manager, she managed financial audits ranging in scope from small to medium sized owner-managed companies to international publicly held companies, analyzed and prepared financial statements for inclusion in SEC filings, and evaluated 10-K’s, 10-Q’s, proxies and other filings for complete and proper disclosures. Clients encompassed a diverse range of industries: high tech, manufacturing, government contracting, retail, utility, healthcare and not-for-profit.

Ms. Russell holds a bachelor’s degree from the College of William and Mary and is a Certified Public Accountant. She currently serves on the Board of Trustees and as Treasurer of the Anne Arundel Health System (AAHS), is chair of AAHS’s Finance and Audit Committee, and serves on AAHS’s Strategic Planning Committee. She is a current member of the American College of Healthcare Executives, American Institute of Certified Public Accountants, and Healthcare Financial Management Association (HFMA). In the past, she has served on the Board of the WHC Physician Hospital Organization, the Finance Committee of Washington Regional Transplant Consortium, the Government Relations and Financial Policy Committee for the District of Columbia Hospital Association, the CFO Roundtable for the Health Care Advisory Board, and the CFO Forum of HFMA. Ms. Russell has also volunteered with many community organizations including Severn School, Chesapeake Academy, First Presbyterian Church and the Chesapeake Bay Foundation. She resides in Annapolis, Maryland, with her husband Dan and their two children Zach and Cory.
